The subject bicycle is definitely the 1988 model It's got the 2nd generation Syncro shift lever and the freewheel has been swapped for one with a larger range, so the shifting performance is anybody's guess Even with Chorus, the proper freeweel and chain, Syncro II was only OK but it can get downright nasty trying to get things to work with non-OEM freewheels and chains At least, you can

I had a rather similar in white mint, it sold for a $350-$375 00 in the big city on Craigslist Yours being celeste could bring in a little more if cleaned, serviced, and the conditions of the internals are good, spin strait and smoothly My white one did have some of the crackle paint but the clear coat was good no rust, the paint issue was common for those of that time

I world say $200 is a very fair price on a upper mid level Japanese bike like the Premis from the 80's fully serviced RTR with new consumables These make for very nice riders and were basically the the nicest of the mass produced Schwinn's from the 80's As said $200 would be below market for one with nice paint in a medium or small size

Judging from the serial number, the bike is a 1988 production 54cm aluminum frame with chromoly fork The decals more closely match the Black Lightning pictured in Cannondale's 1987 catalog (linked below for reference)
